Inevitably, the aforementioned developments had an adverse effect on the operational capacities of the Committee, despite the professionalism and commitment of all Secretariat staff. The CPT hopes that the staffing situation will become more stable in 2016. On a positive note, the Committee welcomes the fact that the Council of Europe budget and programme of activities for the years 2016-2017 makes provision for the reinforcement of the CPT’s staff with one additional post of administrator.
