that the implications of requests for assitance from individual governments
better to guarantee civil and political rights should be a matter for
reflection in the Commission on Human Rights. Condemnation of systematic
violations of human rights are certainly called for in quite a few cases.
However, the Commission, whose task it is to promote respect for human rights,
would only be doing half its work if it turned a deaf ear to a government
which asked the international community to help it better to fulfil its
commitment to guarantee respect for human rights.
