It should be noted that the Office of the Children’s Commissioner for England has the right to enter any premises, except a private dwelling, for the purpose of interviewing any child accommodated or cared for there. Similarly, the Scottish Human Rights Commission has a broad power to enter and inspect any place of detention in the context of an inquiry into the policies or practices of Scottish public authorities.
