Small-scale projects implemented by field operations with local partners may qualify for support and funding as part of the ODIHR’s Grassroots Democracy Projects.54 While technical-assistance projects are unlikely to provide a remedy for specific individual complaints, they can be extremely valuable in helping to establish conditions for ending or reducing the prevalence of a particular category of individual complaints.
