The CGLPL continues to monitor forced returns, missions that are particularly complex in organisation (refer to chapter 1 of this report). 3.1.1 Number of visits 2008 2009 2010 2011 2012 2013 2014 2015 52 163 140 151 159 140 137 160 Number of visits 180 163 151 160 160 159 140 140 137 2013 2014 140 120 100 80 60 52 40 20 0 2008 2009 2010 2011 2012 2015 The number of visits conducted in 2015 is significantly higher than the target of 150 visits per year, which compensates for the temporary decrease recorded in 2014. This situation was a result of the team’s stability during the year. From September, a new schedule has been implemented; it is now built on the basis of 14 visits per month over 11 months, i.e. 154 visits per year. It aims at meeting the goal of 150 visits while complying with the portion related to each category of institution and allowing the inspectors to have a better foreknowledge of the missions. 3.1.2 Average length of visits (in days) Juvenile detention centre Court jails and cells Penal institution Custody facilities Administrative detention Customs detention Healthcare institution Deportation procedure Average 42 2009 2 1 4 1 2 1 2 2 2010 3 2 4 2 2 2 3 3 2011 4 2 5 2 2 1 3 3 2012 4 1.5 5 2 3 1.5 4 3 2013 3.25 2 5 2 42 5 2 4 3 2014 3.56 1.75 5.2 2.33 3.11 1.95 4.52 2 3.33 2015 3.56 1.56 5.67 1.93 2.57 2.2 4.2 1 3.04 Only the waiting area of Roissy was visited in 2013, which lasted for five days. 101
