Investigating human rights
Therefore, in the opinion of the AOB, it is necessary to better utilise existing
resources through targeted measures on a regional basis and ensure that
there will continue to be contracts for medical practice with the public health
insurance offices over the long term. To this end, out-patient care offerings
in medical facilities and hospitals must be coordinated and networked. One
approach would be to include paediatricians in primary health care centres
which would offer expanded office hours on weekends and holidays.
Necessity to ensure
care close to home on
a regional basis
In the in-patient care area, there were a total of 1,394 beds for paediatric and
adolescent patients in medical facilities for the treatment of acute illnesses in
2014. There were an additional 297 beds for paediatric and adolescent surgery
patients and 363 beds for paediatric and adolescent psychiatry patients. As
compared to target bed numbers in the 2012 Austrian Health Structure Plan,
many Laender were below the target numbers.
In-patient care
In particular, there is inadequate bed capacity in the area of paediatric and
adolescent psychiatry. There are also significant gaps in care in the area of
office-based practices. Thus, for example, in Styria and Burgenland there are
no contracted specialists for paediatric and adolescent psychiatry.
Problems with
paediatric and
adolescent psychiatry
This problem is treated in detail in the chapter on the AOB’s activities as
National Preventive Mechanism (NPM), since this structural care deficit in the
area of paediatric and adolescent psychiatry is a focus of the activities of the
Austrian NPM under the OPCAT mandate.
There is another glaring care deficit in the rehabilitation of children and
adolescents. There are no specialised rehabilitation centres for children and
adolescents in Austria. The AOB has already discussed the inadequate offering
of family-oriented paediatric and adolescent rehabilitation in Austria in the
Annual Report 2009 and the Annual Report 2011. It has also addressed the
problem many times on the ORF TV programme “BürgerAnwalt”. After long
negotiations, an agreement was reached in 2014 on the financing and the
scope of paediatric and adolescent rehabilitation. After additional delays and
postponements, the locations for the paediatric rehabilitation centres were
finally established, for the most part, in December 2016. Accordingly, 306 of
the planned 343 beds have been specifically allocated. Only the locations for
Tyrol and Vorarlberg are still missing, and they will be allocated by May 2017.

Health insurance - waiting times for MRI and CT scans
When entering into contracts for the conduct of MRI (magnetic resonance
imaging) and CT (computed tomography) scans, health insurance carriers
are bound by the requirements of the large-scale equipment plan, which is a
component of the Austrian Health Structure Plan.
