Administrative assistant
The number of administrative assistants required depends on the number of members
and staff, the complexity of the investigations, the number and location of field
missions and the duration of the investigation.
Logistics assistant
Has responsibility for assisting with equipment, procurement, transport, communication
and shipping. It may not be necessary for the logistics assistant to be employed fulltime and his/her services may be required only during the establishment of the
secretariat, and during field missions to arrange office space, equipment, transport
and accommodation for the secretariat and members.
Archivist/data management officer
This task should be performed by specialized professional staff or by staff specifically
assigned to and trained for this function.
Security officer
Has primary responsibility for safety and security oversight of all activities through
continuous risk assessments and the development of appropriate risk mitigation strategies.
Interpreters
Due to the sensitivity and confidentiality of the proceedings, it is good practice to recruit
international interpreters. It is important to select interpreters that are prepared for field
visits, including ones that may involve some level of security risk and entail some hardship.
Interpreters need to be fully briefed on the methodology followed by the commission/
mission, on the policies and rules related to the confidentiality of information and the
protection of sources, and on how to deal with victims of serious violations.
Translators
The commission/mission may require capacity to translate documents, reports,
analysis or public information into its working language.
Criminal investigators
Some investigations, especially those with a mandate to establish individual
accountability and criminal responsibility, will benefit from the skills and experience
of criminal investigators to complement those of human rights investigators.
