CAT/C/71/D/866/2018 occur, in particular in the context of the recent national elections. 38 However, while recognizing that the current human rights situation in Ethiopia with regard to political opposition may still be of concern, the Committee considers that the complainant has not submitted any evidence that she is, or would be, personally targeted and subjected to torture or ill-treatment by the State party’s authorities if returned to Ethiopia. 9. In the light of the above considerations and on the basis of all of the information submitted by the parties, the Committee considers that the complainant has not adequately demonstrated the existence of substantial grounds for believing that her return to Ethiopia would expose her to a real, foreseeable and personal risk of torture, contrary to article 3 of the Convention. 10.
