This year, we trialled new inspection criteria for
prisons.19 The criteria are made up of six core
inspection standards, each of which describes the
standards of treatment and conditions a prison is
expected to achieve. These standards are underpinned
by a series of indicators that identify the evidence
Inspectors should collect in order to determine
whether there is anything that could be considered to
be torture, or cruel, inhuman or degrading treatment
or punishment, or otherwise impact adversely on
detainees. The list of indicators underpinning the
standards is not exhaustive and does not prevent an
establishment demonstrating that the standard has
been met in other ways.
This year, we identified several areas of concern.

the end of June 2017. The remand population has
experienced a significant increase of 14.7 per cent
from June 2016 to June 2017.20 Inspectors identified
