STATISTICS OF PROCEEDINGS Similarly to the previous years, the largest number of proceedings fell within the area of government of the Ministry of Justice, remaining more or less on the same level in comparison to 2009. The majority of proceedings within the area of government of the Ministry of Justice were still related to criminal enforcement law and imprisonment law (see Table 5) and were initiated on the basis of petitions by prisoners. In 85% of the proceedings within the area of government of the Ministry of Justice, no substantive proceedings were initiated, in 2009 this indicator was 84%. If in 2009 there was a double increase in the number of proceedings within the area of government of the Ministry of Defence as compared to the previous period, in 2010 the number dropped again significantly. In comparison to 2009, the biggest increase was in the number of proceedings relating to the areas of government of the Ministry of Economic Affairs and Communications (33%) and the Ministry of Social Affairs (25%).
