Recommendations made by the NPM in 2015 and follow-up to the Recommendations made in 2014 RECOMMENDATIONS MADE TO THE PRESIDENCY AND JUSTICE MINISTRIES AND THE OFFICE OF THE SPOKESPERSON OF THE COMMUNITY OF MADRID STATUS Recommendation of January 16th 2015. 1.  That a Record Book is provided for recording the entry and exit of prisoners and detainees in judicial headquarters which are equipped with cells, in order to be able to know the number of people deprived of liberty who have passed through those facilities over a certain period of time, as well as how much time they have spent there, in accordance with the criteria compiled in paragraph 54 of the 2011 Annual report on Spain’s National Preventive Mechanism against Torture. REJECTED 2.  That this Department issues the necessary instructions so that said Book is completed by the staff of that Administration, or by security guards where appropriate, under the supervision of the judicial clerks.
