It was affirmed that the new constitution and laws of the Republic of Yemen are based on the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights. The Government has adopted democracy as a sound basis for the development of a unified Yemeni society and has helped to strengthen the principles of human rights. Urgent appeals 202. On 29 August 1990, the Special Rapporteur sent an urgent appeal to the Government of Zaire transmitting information concerning the following persons: Lusamba Mubi-Malu, Miseia Kabulu Christophe, Ngandu Wa Loko, Mpasu Mabanza, Sapue Kumune (all members of the Union for Democracy and Social Progress, UDPS), Ekongo Udimba Paul, Olongo Mamba Jean-Marie and Otete Gaston (all members of the Lumumba Congolese National Movement, MNC-L). These persons and other members of the two parties whose names have not been communicated were arrested in Kinshasa on 16 and 18 July 1990 and allegedly continue to be held incommunicado in undisclosed places of detention. According to the source, persons who were arrested in the past for political reasons and held in similar conditions were reportedly tortured or subjected to ill-treatment. For this reason, fears have been expressed that the above-mentioned persons might be subjected to torture or ill-treatment.
