Consequently, the Committee considers that it is not precluded by article 22 (5) (a)
of the Convention from examining the present communication and concludes that it is
admissible.

The Committee therefore decides:
(a)
That the communication is admissible insofar as it raises issues under article
3 of the Convention;
(b)
That the State party will be requested to provide supplementary observations
on the merits of the communication within two months of the date of the present decision;
(c)
comments;
That the State party’s observations will be transmitted to the complainant for

That the present decision shall be communicated to the complainant and to
the State party.
