It should be stressed that while this compilation focuses on the human dimension, and therefore human rights and democracy, OSCE commitments should always be read and understood in the context of the comprehensive security concept, which also encompasses politico-military issues, as well as economic and environmental aspects. The fact that a particular commitment has or has not been included in this compilation does not mean that it is not relevant. For reasons of pure practicality, a line had to be drawn somewhere, as the intention was to provide a user-friendly reference guide, rather than an encyclopaedia.
