Detention Monitoring Tool Addressing risk factors to prevent torture and ill-treatment About this paper This paper is part of PRI/APT’s Detention Monitoring Tool, which aims to provide analysis and practical guidance to help monitoring bodies, including National Preventive Mechanisms, to fulfil their preventive mandate as effectively as possible when visiting police facilities or prisons. The tool seeks to support such bodies in addressing systemic risk factors that contribute to an environment where torture or other ill-treatment occur. It includes: Thematic papers: these analyse broader themes that will benefit from a comprehensive monitoring approach, examining regulations and practices throughout the criminal justice process with a systemic lens, such as gender, sexual orientation or institutional culture. Factsheets: these provide practical guidance on how monitoring bodies can focus on a number of systemic issues that are particularly high risk factors for torture or ill-treatment, such as body searches or the working conditions of prison staff. All resources in the pack can be found online at www.penalreform.org and www.apt.ch. Also available in Russian, French and Spanish. Please check online for other language versions.
