Of Note By monitoring 730 court hearings in courts in eight regions throughout Kazakhstan, the project was able to observe a wide range of court practices and obtain a broad overview of criminal justice practices throughout the state. A questionnaire reporting system permitted monitors to obtain much systemized information regarding trials despite access issues that often impeded the observation of cases from start to finish. Monthly analytical reports allowed monitors to supplement individual case reports on issues relevant to monitoring. Due to the success of the programme, including greatly increased access and awareness of problems facing Kazakhstan’s justice system, the programme carried out a second round of monitoring in 2007 to assess the implementation of recommendations contained in the initial report. A second report is scheduled to be issued in 2008. Trial-Monitoring: A Reference Manual for Practitioners 135
