CONCLUSIONS AND RECOMMENDATIONS
GENERAL CONCLUSIONS
The use of torture and ill-treatment in the Kyrgyz Republic is still widespread.
Approval by the Government of the Kyrgyz Republic of the Action Plan to combat
torture and other cruel, inhuman or degrading treatment or punishment confirms the
manifestation of the willingness of public authorities to fulfill their international obligations to
protect human rights and freedoms, including the right to freedom from torture and illtreatment
The Action Plan to combat torture and other cruel, inhuman or degrading treatment or
punishment does not fully include measures necessary for the purposes of preventing and
combating torture and ill-treatment and does not cover all vulnerable groups, most exposed to
torture and ill treatment.
The creation of the National Centre is a prime example of the political will of public
authorities in an effort to eradicate the practice of torture and ill-treatment in the Kyrgyz
Republic.
The Memorandum on Cooperation in the field of human rights and freedoms and other
active forms of cooperation between government agencies, NGOs and international
organizations have contributed to the formation of a proper attitude to the problem of torture
in the Kyrgyz Republic and the inclusion of this attitude in the program development of the
state and the individual government agencies.
