10 Introduction With a view to the State’s obligation to efficiently prevent torture and other cruel, inhuman or degrading treatment or punishment, my 2016 comprehensive report on the performance of my tasks as National Preventive Mechanism is going to inform the Reader, in addition to reporting on inspections carried out in various places of detention, also on the challenges I am facing, on the dialog conducted with the ministries and authorities concerned, as well as on my cooperation with non-governmental organizations and various international organizations engaged in protecting fundamental rights.
