2.2. External experts Experts contributing to the performance of the NPM’s tasks were chosen from the roster of experts compiled by the members of the Civil Consultative Body. Since the physician positions within the Department were still vacant, the physicians participating in the inspections were external experts authorized on an ad hoc basis. In individual cases, in the preparation of inspections, I also involved experts by experience, i.e., persons with actual, practical knowledge of the place of detention to be inspected. When performing the tasks of the NPM, the work48 and the remuneration49 of external experts are carried out on the basis of civil law contracts, in compliance with the relevant regulations concerning forensic experts. All external experts signed written statements on the confidential handling of all data and information they might learn while performing their tasks.
