41 8. DISSEMINATION, REVIEW AND IMPLEMENTATION 8.1 The present Guidance shall be disseminated as widely as possible, in particular to law enforcement agencies and officials, relevant government departments, judges, prosecutors, manufacturers, the military, United Nations peacekeepers, private security companies and personnel, and health workers. 8.2 The content of the Guidance should be reviewed by experts every five years. 8.3 At the domestic level, States and law enforcement agencies are encouraged to take the Guidance into account when developing policies, training manuals and standing operating procedures on less-lethal weapons and related equipment. In addition, these policies, manuals and procedures should be continually reviewed to ensure that lessons learned are effectively fed back into practice.
