SECTION 2. 75 Horodyshche penitentiary (No. 96) In Horodyshche penitentiary (No. 96) exercise yards for lifers do not meet the regulatory requirements; they resemble big cages, hardly serve their purpose because of the very insufficient area, and such unfitness is degrading to prisoners. Remand prisons, in spite of the considerable decrease in the number of their detainees in 2013, fail to provide proper conditions of custody. The floor area per person standard provided by law (2.5 sq. m) does not meet the European standards and is not consistent with the Criminal Enforcement Code of Ukraine (which requires 4 sq. m per person in the living areas of penitentiary institutions). The equipment and furniture in remand prisons is aged and worn out, sleeping areas require current and, in some instances, capital renovation. The same stands for utility networks; electrical wiring does not meet the insulation and safety rules. Lighting and ventilation are inadequate (dirt, dust, stench and staleness of air), the walls are damp and covered with mold; prisoners cover cracked and fractured wall coating with posters and blankets.
