Follow-up procedure

The Committee requests the State party to provide, by 7 December 2017,
information on follow-up to the Committee’s recommendations on the adoption of the
bill on prevention and combating of torture, conditions of detention and respect for
the principle of non-refoulement (see paras. 9, 17 (b) and (c) and 27 (c) above). In that
context, the State party is invited to inform the Committee about its plans for
implementing, within the coming reporting period, some or all of the remaining
recommendations in the concluding observations.
Other issues

The Committee welcomes the fact that the State party has indicated its
intention to ratify the Optional Protocol to the Convention against Torture. It
recommends that the State party adopt all the necessary measures to accelerate the
process of ratification in order to become a party as soon as possible, with a view to
establishing a national preventive mechanism and ensuring it full independence and
the allocation of adequate human and financial resources in order for it to effectively
discharge its duties.

The Committee reiterates its recommendations that the State party make the
declarations under articles 21 and 22 of the Convention recognizing the competence of
the Committee to receive and consider communications from individuals subject to its
jurisdiction.

The Committee invites the State party to issue a standing invitation to the
special procedure mechanisms of the Human Rights Council and to consider ratifying
the core United Nations human rights treaties to which it is not yet party.

The State party is requested to disseminate widely the report submitted to the
Committee and the present concluding observations, in appropriate languages,
through official websites, the media and non-governmental organizations.

The Committee requests the State party to submit its next report, which will be
the third periodic report, by 7 December 2020. For that purpose, and in view of the
fact that the State party has agreed to report to the Committee under the simplified
reporting procedure, the Committee will, in due course, transmit to the State party a
list of issues prior to reporting. The State party’s replies to that list of issues will
constitute its third periodic report under article 19 of the Convention.
