Territories of Abkhazia and South Ossetia 61. Many of the above recommendations apply, mutatis mutandis, to the de facto authorities in the territories of Abkhazia and South Ossetia, especially those in relation to conditions of detention. With particular reference to Abkhazia, the Special Rapporteur recommends that the death penalty be abolished. International cooperation 62. The Special Rapporteur recommends that relevant international organizations be requested to provide, in a coordinated manner, assistance in the follow-up to the above recommendations, including considering incorporating the recommendations in a future plan of action against torture in Georgia. To this end, the Office of the United Nations High Commissioner for Human Rights should continue its efforts to establish a permanent human rights presence within the United Nations Country Team in Georgia, and it should ensure that adequate attention is paid to South Ossetia.
