Section four Appendices What is preventive monitoring? For monitoring and inspecting places of detention to perform a preventive function, it is widely understood that visits should be proactive and regular. Similarly, they should analyse the place of detention as a system, and assess all aspects related to the deprivation of liberty. This will enable them to identify problems which would lead to torture or ill‑treatment. Finally, prevention requires ongoing and constructive dialogue with relevant authorities, with visiting bodies providing recommendations aimed at improving the detention system in the long term [APT definition]. In addition to individual members’ preventive monitoring, the UK NPM also focuses attention on crucial detention-related issues, promoting coherent analysis and responses to them. The NPM produces an annual report of its activities. It is scrutinised by official UN human rights bodies and NGOs to ensure that it is fulfilling its OPCAT mandate.
