On November 8, 2012 the Ombudsman of Ukraine made on official submission (under № 1.1-1990/34.4-12-70) to Vice Prime Minister – Minister
of Social Policy S. Tihipko with regard to respect of the rights of legally incapable individuals and persons of limited legal capacity and their greater
protection. The Ombudsman indicated the necessity of a comprehensive
examination of the current implementation of public policy in the sphere
of protection of the interests of the said individuals and of its consideration at the meeting of the Collegium of the Ministry, and requested action for improvement of the existing relevant legislation. According to the
information from the Ministry it passed a decision to conduct a meeting

The monitoring visits showed that in spite of some systemic shortcomings many
residence facilities of the Ministry of Social Policy have amassed positive institutional experience. For instance, the childcare boarding home in Dnipropetrovsk
