OBJECTIVE
Deprivation of liberty is a punishment in itself. The objective of this section is to underline that it is not the task of the prison administration to inflict further punishment on
the prisoner. On the contrary, prisoners should be encouraged to use their time in prison
to learn new skills, to improve their education, to reform themselves and to prepare for
eventual release.
ESSENTIAL PRINCIPLES
The main aim of the prison authorities in their treatment of prisoners should be to
encourage personal reformation and social rehabilitation.
The purpose of the prison regime should be to help prisoners to lead law-abiding
and self-supporting lives after their release.
These principles should be presented visually and remain on display throughout the
session.
BASIS IN INTERNATIONAL INSTRUMENTS
Exercise:
Using the Compilation of Instruments, the trainees should work in pairs in order to
discover the basis for each of these principles.
This should be followed by a short reporting back session.
IMPLICATIONS
These directives apply to both prison staff and detainees.
These are the main points to be made in the presentation of this section.
PRACTICAL RECOMMENDATIONS
Take sufficient time to discuss with the trainees the recommendation by the European
Committee for the Prevention of Torture and Inhuman or Degrading Treatment or
Punishment concerning long-term prisoners.
