OBJECTIVE The objective of this section is to emphasize that proper health care is a basic right which applies to all human beings and that the conditions of health care in prisons affect public health. ESSENTIAL PRINCIPLE The enjoyment of the highest attainable standard of physical and mental health is a human right. This principle should be presented visually and remain on display throughout the session. BASIS IN INTERNATIONAL INSTRUMENTS Exercise: Using the Compilation of Instruments, the trainees should work in pairs in order to discover the basis for this principle. Check on their work by asking for reports from several of the pairs. IMPLICATIONS Before presenting these to the trainees, ask them to give their views on the importance of maintaining high health standards within places of detention. Encourage them to think for themselves and to consider the likely results of poor health standards for detainees, prison staff and the wider community. 61
