ANNEXES 47 4 ADVICE AND ASSISTANCE TO GOVERNMENT 4.1 OVERVIEW According to the Paris Principles, NHRIs are responsible for submitting opinions, recommendations, proposals and reports to the government, parliament and any other competent body on any matters concerning the protection and promotion of human rights. In relation to protection and promotion of women’s rights and gender equality, the main areas NHRIs in the OSCE region deal with are: • • • • • • Legislation and policy National action plans Gender mainstreaming Women’s participation in political and public life Gender-responsive budgeting Liaison with government officials.
