Subject to inspection were: degrading, cruel or inhuman treatment, isolation, restrictions, use of force, procedures for submission of complaints and signals, disciplinary procedures, food, lighting and ventilation, personal hygiene, sanitation facilities, accommodation and overcrowding, access to medical care, specific health services for women and children, specific health services for mentally ill; contacts with the outside world, exercise of religion, education and training. The emphasis in achieving independent control over the closed institutions and the state of human rights in facilities follow the problems reflected in the reports of the Committee for the Prevention of Torture (CPT) and the findings in numerous decisions of the European Court of Human Rights (ECHR) . Every inspection ends with a report containing the findings, conclusions and particular recommendations to the authorities in charge.
