The register should include details of the complainant, the authority involved and follow-up action on the complaint. 351. It is essential to strengthen support programmes for victims and their relatives given that torture and ill-treatment not only violate the dignity of the human person but can also affect individuals’ health and social development, with negative repercussions on economic and family circumstances. 352. There is a need to continue to strengthen programmes for the training of law enforcement, prison and justice administration personnel, in particular with regard to appropriate arrest techniques and the use of force, following an approach based on human rights and protection of the individual. 353. To prevent detainees from being subjected to torture or ill-treatment it is necessary at all times to know the whereabouts of such persons and the authority concerned. A major challenge is thus to unify detention records and procedures at the national level in order to ensure a transparent chain of custody. 354.
