The process of lustration in Albania in 1995 and 1996, considering these two years as more important for lustration, for international human rights reports as U.S Department of States Country report on Human Rights Practices for 1996, The Albanian Helsinki Committee, The OSCE/ODIHR Election Observation Mission 1996 in Albania, Human Rights in Post-Communist Albania60, observed a backward democracy development and in civic-trust in government institutions. During autumn 1995 and autumn 1996, Eurobarometer measured Public Opinion in Albania, with five main components; direction of country, household finances, market economy, satisfactory with development of democracy and respect for human rights. The public opinion in both years was very optimistic compare with years 1990-1994. Meantime the TJ measures debates about past wrongdoings were happening in Albania Parliament and law reforms was going on. However, all these was not a public debate and did not affect public opinion. The public was not yet widely informed about violation of human rights in the past and the need to punish the perpetrators.
