Performance record
of chronically ill children – having diabetes, asthma, epilepsy and other
sicknesses that restrict their lives considerably – is on the increase is depressing
enough. Young people have to adapt their lives to the illness, learn to deal
with not being the same as other children and still cope with their everyday
lives most of which they spend in school.
Chronically ill children
at school
Let us help these children and create a suitable environment for them. Of
course, the parents have to make the most important contribution but teachers
are also important contact persons who support children and provide them
with important information for their lives. Unfortunately, the chronic illnesses
of the children expand the sphere of responsibility of the teachers. They should
also be able to recognise emergencies and provide simple medical help. The
concern of teachers with regard to being held liable is understandable. In such
cases, public liability should be applied, to ensure that teachers are no longer
liable themselves. The implementation of a “school nursing” system as in
Great Britain, i.e. the presence of a medical contact person in every school,
would also be reassuring for the teachers.
Legal solutions are necessary for the future, because unfortunately chronic
illnesses in children are on the rise and there is no sign of this trend changing.
Children are the future columns on which our society stands but they first need
our support. I have summarised the results of the symposium held in Parliament
on this topic in May 2015 and the most important recommendations in a
publication which can be accessed on the AOB website.
AOB in police training
34
In 2016, the AOB finalised a project that will make a major contribution to
bringing its work closer to those who deal with it on a professional level. A set
module on the work of the AOB both in the preventive monitoring and control
of human rights and in the monitoring of public administration was included
in the two-year police training programme. From 2017 onwards, all police
cadets who might have dealings with the AOB both within the framework of
ex-post control and visits by the NPM commissions will receive four hours of
instruction in their second year of training. I am convinced that the AOB can
remove uncertainties and reservations and build trust – a win-win situation
for both sides.
