2. Financing Expenditures on the activities of the National Mechanism for the Prevention of Torture are covered from the state budget allocation received by the CHR. According to the Annual Report on the Implementation of Activity-Based Expenditures of the State Budget and of the European Funds Budget, in 2016 the Office of the Commissioner for Human Rights disbursed PLN 2,361,864.71, including PLN 82,185.25 on capital expenditures and PLN 2,279,679.46 on other expenditures. In 2016, the composition of the NMPT changed: the staff was decreased by 2.5 full-time positions. The actual number of employees of the NMPT’s visiting Team was 7. The CHR has repeatedly emphasized that the small size of the Team makes it impossible to perform the CHR’s tasks arising from the OPCAT to the full extent. 12
