The Committee was informed by the Under-Secretary-General for Human Rights of the entry into force on 11 July 1991 of the Second Optional Protocol to the Covenant aiming at the abolition of the death penalty. It also noted that the Centre for Human Rights had carried out a series of highly productive consultations concerning the implementation of the Convention on the Rights of the Child which involved United Nations organixations such as the United Nations Children’s Fund (UNICEF), the United Nations Development Programme (UNDP), the Office of the United Nations High Commissioner for Refugees (UNHCR), the World Food Programme (WFP), the International Labour Organisation (ILO), the Food and Agriculture Organixation of the United Nations (FAO), the United Nations Educational, S‘cientific and Cultural Organixation (UBESCO), the World Health Organieation (WHO), the World Bank; intergovernmentel organisations such as the International Committee of the Red Cross, INTERPOL and the Inter-American Children’s Institute; and non-governmental organisations, including Amnesty International, Defence for Children International, the International Alliance of Women, the League of Red Cross Societies, the International Federation of Social Workers and the Swedish Save It was also noted with satisfaction that the Committee haa the Children Fund. organised, with the special cooperation of UNICEF, an informal meeting with the Committee on the Rights of the Child in May 1991 which allowed for a most useful exchange of views between members of the Committee and representatives of various governmental and non-governmental organizations, and that the Committee would hold its first formal session from 30 September to 10 October 1991. 20. The Under-Secretary-General also informed the Committee of certain preparatory activities relating to the World Conference on Human Rights and, in particular, to the first session of the Preparatory Committee for the World Conference.
