47 Visits, Follow-ups and Results in 2020 One of the buildings of the child welfare institution Nymogården. received any feedback or taken part in the subse quent review process. This absence of follow-up increases the risk of future infringements. We also found two examples that adolescents, within the last year, had been injured in connection with coercive measures at Nymogården. There were no routines for reporting injuries to adolescents in the institution’s non-conformance system. We met adolescents that had been subjected to continuous and extensive restrictions for several months. A review of the administrative decisions concerning restrictions on freedom of movement in 2019, revealed that many of the decisions were well-founded; however, some did not contain documentation as to why the restrictions were necessary. An administrative decision to confiscate a youth's mobile telephone was substantiated in that the individual had used it to make recordings without the consent of the staff. These are not grounds that comply with the requirements that a restriction must be “necessary out of consideration for the course of treatment or the purpose of the placement”.
