Based on her new mandate, the Commissioner is entitled to carry out unrestricted visits to places where people are deprived of their liberty in order to observe and record the general conditions of detention related to ill-treatment and to make recommendations both for the improvement of these conditions and the relevant legislation. Within her new mandate to act as NPM, the Commissioner is called upon to act proactively on the issue of torture and inhuman or degrading treatment through relevant recommendations by putting in place a mechanism of inspection and open communication with competent authorities. 5
