Convention.39 Adjudicating bodies may consider information from an impartial factfinder such as an FFM.40
9. Advocacy
The advocacy efforts made by the United Nations are supplemented through the
compilation of information on allegedly responsible individuals. For example, when
an investigation presents its report to a mandating body that sought the identification
of responsible individuals, the investigation may advocate for that body to take up
the matter at the international level, including in regional fora, criminal tribunals or
the Security Council, as relevant. The existence of United Nations-generated dossiers
strengthens the voice of the High Commissioner for Human Rights, regional human
rights bodies and civil society when advocating that Member States live up to their
accountability-related responsibilities. United Nations field presences can leverage
the information when engaging in advocacy with local authorities for accountability
measures at the national level and for the use of the information in any of the eight
other areas above.
