The Committee, acting under article 22 (7) of the Convention, is of the view that the facts before it disclose violations of article 2 (1), read in conjunction with article 1, and of articles 11-14 of the Convention. 10. The Committee urges the State party to conduct a prompt, impartial and independent investigation, including, where appropriate, specific torture charges against perpetrators, and examine the possible complicity of medical personnel, in order to bring to justice those responsible for Dmitry Rakishev’s torture and subsequent death; to provide his father, Ashim Rakishev, with redress and reparation for the suffering inflicted, including compensation; and to prevent similar violations in the future. Pursuant to rule 118, paragraph 5, of its rules of procedure, the State party should inform the Committee within 90 days from the date of the transmittal of the present decision of the steps it has taken in response to the present decision. 9
