Annual Report 2016 - Spain’s National Preventive Mechanism against Torture and informing them, furthermore, of existing channels in which to file a claim upon arrival through the Spanish Embassies. This Recommendation was dismissed, and the DGP told us that sufficient channels already existed for foreigners to bring a claim. Given the novelties introduced by Regulation (EU) 2016/1624, of the European Parliament and of the Council, of 14 September 2016, on the European Border and Coast Guard, where Article 72 foresees a claim procedure to guarantee that human rights are upheld in FRONTEX activities, with a standardised complaint form, we reiterated the Recommendation made at the time and which, at the date of this Report, is still awaiting a reply. 112
