PART II The Chancellor of Justice and the Ministries of Justice and Internal Affairs continued to exchange information about cases of death in prisons and police detention centres. Thereby, having on his own initiative analysed the materials relating to deaths of persons detained in police facilities in 2011, as well as based on the previous practice, the Chancellor recommended to the Ministry of Internal Affairs to develop their opinion on security of police detention cells and, in cooperation with the Police and Border Guard Board (PBGB), take steps to increase safety of persons during detention. The scrutiny was based on the assessment of materials of disciplinary proceedings carried out by the Police and Border Guard Board. The Chancellor reached the opinion that the Police and Border Guard Board should improve and revise the current surveillance measures in respect of detainees in order to ensure their better safety. Both the Minister of Internal Affairs as well as the Director General of the Police and Border Guard Board in cooperation with each other discussed the safety of the cells and promised to keep the Chancellor informed of any further steps (Security in the cells of the PBGB, case No 7-7/120340). PART I CHANCELLOR OF JUSTICE AS NATIONAL PREVENTIVE MECHANISM The following subdivision contains an overview of the inspection visits made by the Chancellor to different places of detention in 2012, highlighting shortcomings that were detected.
