A/HRC/7/3/Add.7 page 8 6. The Special Rapporteur wishes to thank the Ministry for Foreign Affairs and other authorities for their cooperation. As with any anti-torture monitoring mechanism, the Special Rapporteur’s fact-finding is fully effective only if he enjoys unrestricted freedom of inquiry, including by conducting visits to places of detention without prior announcement and interviewing detainees in private. In this context, the Special Rapporteur regrets that the efforts of Government officials to monitor his movements throughout the country restricted his ability to carry out unannounced visits to places of detention. He further regrets that in a small number of instances (Police Headquarters Jakarta, Poltabes Yogyakarta, Military Prison Abepura), his unimpeded access to places of detention was compromised, including his ability to carry out private interviews with detainees, in contravention of his terms of reference. While overall access was by and large granted, such interferences carry the risk of distorting an objective assessment of the day-to-day practices in places of detention. 7.
