24    HUMAN RIGHTS Human Rights Challenges in meeting OSCE human dimension commitments continued in 2017. Large numbers of refugees, asylum seekers and migrants moved across the OSCE region. Terrorism remained a serious threat, compounded by the negative human rights consequences of state responses to it. The conflict in Ukraine, and impunity for violations committed since the beginning of the Ukrainian crisis, had a negative impact on human rights. Human rights were also threatened in public discourse, including by political leaders, who at times resorted to messages undermining the universal and inalienable character of human rights. Responding to these challenges, ODIHR provided advice and assistance, and supported individuals and civil society with targeted training and education on a broad spectrum of issues, ranging from the fundamental freedoms of assembly and religion or belief to mainstreaming gender and human rights in the security sector, torture prevention and the building of capacity of national human rights institutions (NHRIs).
