30    TOLERANCE AND NON-DISCRIMINATION Tolerance and Non-Discrimination In 2016, ODIHR’s efforts to counter hate crimes and intolerance centred on reporting and publishing data on hate crimes in the OSCE region, and capacity-building by delivering training programmes for law-enforcement personnel, prosecutors and civil society groups. These activities were complemented by efforts to counter specific forms of intolerance, including racism and xenophobia, anti-Semitism and intolerance against Muslims and Christians.
