A/HRC/22/53/Add.3 in 2013. It is an opportunity to build up the engagement established between the Special Rapporteur and all interlocutors following a country visit and enables an on-going assessment, at the country level, on the status of implementation of recommendations. 8. The Special Rapporteur notes that invitations extended by States to his mandate or to other mandates in Special Procedures to conduct follow-up visits constitutes a good practice that should be replicated. 9. As follow-up visits cannot necessarily be conducted regarding all previous visits, the Special Rapporteur will continue the practice of engaging with States, National Human Rights Institutions, civil society, United Nations and regional mechanisms, through a written consultation process in order to receive updated information on the status of implementation of the recommendations. The Special Rapporteur will reflect, as fully as possible, all responses received; with the focus on reflecting information that specifically addresses the recommendations, and which has not been previously reported. 10. The Special Rapporteur has been engaged with the Government of Kazakhstan and has reached out to non-governmental sources in order to seek information on the status of implementation of recommendations from the May 2009 visit by the mandate (A/HRC14/39/Add.3) and will report his findings in his next follow-up report at the 25th session of the Human Rights Council. 11. Other effective outreach tools, such as regional conferences will also be considered (subject to funding) in order to follow-up on visits undertaken by the Special Rapporteur in a particular region, where there may be thematic issues of common concern reflected in the recommendations of the Special Rapporteur’s mission reports or similar challenges among a number of States in the region regarding implementation. 12. The Special Rapporteur is also interested in other ways of that follow-up could be further enhanced. A recent joint follow up project that was initiated in late 2011 between the Inter-American Commission on Human Rights, the Committee against Torture, the Subcommittee on Prevention of torture, and the Special Rapporteur is a database which compiles all recommendations for Latin American states from these four bodies and is a valuable tool for researching recommendations by theme, country, issue or mechanism. The Special Rapporteur wishes to acknowledge the work undertaken by the Office of the High Commissioner for Human Rights for its dedicated work to realise this project. This followup tool is the first of a broader joint project to increase the cooperation and effectiveness of the different mechanisms. 13. The Special Rapporteur stands ready to assist States’ in their efforts to help prevent and combat torture and ill-treatment. II. Uruguay A. Introducción 14. El Relator Especial sobre la tortura y otros tratos crueles, inhumanos o degradantes realizó una visita de seguimiento a Uruguay entre los días 2 y 6 de diciembre de 2012. 15. El propósito de la visita fue evaluar los progresos realizados por el Gobierno respecto de la implementación de las recomendaciones emitidas por su predecesor luego de su visita a Uruguay en marzo de 2009 (A/HRC/13/39/Add.2), así como reafirmar el proceso de cooperación iniciado en ese entonces con el Gobierno tendiente a la erradicación de la tortura y los malos tratos en Uruguay. 4
