-- a uniform practice for writing the bulletin both in Russian and Azeri (the latter being written both in latin and cyrillic alphabets) should be enforced. -- recently displaced persons around Nagorno-Karabakh and elsewhere should receive a voting card enabling them to vote only in one polling station. The CSCE ODIHR representative had exploratory talks with the Central Electoral Commission and the Ministry of Foreign Affairs on a possible programme of technical assistance in view of the future parliamentary elections.
