On 6 A p r i l 1988, a l e t t e r was a d d r e s s e d t o the Government of t h e P h i l i p p i n e s t r a n s m i t t i n g information a l l e g i n g t h a t Rolando Matos was a r r e s t e d on 12 October 1987 a t 1 p.m. by members of the i n t e g r a t e d n a t i o n a l p o l i c e i n Hacienda S t a r , S i t i o Kinalumsan, in Negros O c c i d e n t a l . He was brought t o t h e 334th P h i l i p p i n e Constabulary h e a d q u a r t e r s in Tan-aw, Sagay, where he was r e p o r t e d l y s e v e r e l y t o r t u r e d by members of t h e P h i l i p p i n e Constabulary Forward Command. Rosalinda Albio was a r r e s t e d on 12 A p r i l 1987 by ALSA MASA members, i n Barangay Burecan, Lapaz, L e y t e . She was brought t o a camp i n La P a z , where she was a l l e g e d l y t o r t u r e d by two men, whose names were t r a n s m i t t e d t o the Government. The same day she was r e l e a s e d by t h e p o l i c e . Furthermore, Andres Gabion was r e p o r t e d l y s e v e r e l y beaten by a L i e u t e n a n t ( h i s name was t r a n s m i t t e d t o the Government) on 30 June 1987 in Barangay K i l i n g , MacArthur, Leyte. He had t o be t r e a t e d a t Leyte p r o v i n c i a l h o s p i t a l for i n j u r i e s caused by the t o r t u r e he had r e c e i v e d . Another case was t h a t of F i d e l A. Alpez who was a l l e g e d l y a r r e s t e d on 2 September 1987 in Borongan, S a n e r , by members of the 34th I n f a n t r y B a t t a l i o n of the P h i l i p p i n e army and c i v i l i a n home defence f o r c e . He was brought t o the army h e a d q u a r t e r s of the 34th I n f a n t r y B a t t a l i o n in Army H i l l s , Alang-Alang, Borongan, where he was t o r t u r e d for e i g h t d a y s . He was r e l e a s e d on 10 September 1987. F i n a l l y , Andres Rio and Manuel D o t o l l o were a l l e g e d l y a t t a c k e d , t o r t u r e d and k i l l e d on 30 January 1988, a t 2 p . m . , by s o l d i e r s of the 43rd I n f a n t r y B a t t a l i o n , Bravo Company, o u t s i d e t h e home of Manuel D o t o l l o in Himacugo, Leyte. 7 3. On 10 June 1988, another l e t t e r was a d d r e s s e d t o t h e Government of the P h i l i p p i n e s t r a n s m i t t i n g information a l l e g i n g t h a t Reynaldo F r a n c i s c o and H i l a r i o Bustamante were abducted on 19 March 1988 by u n i d e n t i f i e d armed men on Taft Avenue i n Manila. Three days l a t e r they were found in Dagat-Dagatan, Navotas, with s i g n s of s e v e r e t o r t u r e . Mr. Bustamante was t r a n s f e r r e d t o Jose Reyes Memorial Centre for t r e a t m e n t and Mr. F r a n c i s c o d i e d . In a d d i t i o n , Rodiger d e l o s S a n t o s was r e p o r t e d l y abducted by unknown men i n February 1988. A month l a t e r he was found i n A n t i o p o l o , R i z a l , w i t h m u l t i p l e gunshot wounds in t h e neck and t o r t u r e marks, and p l a c e d in an i n t e n s i v e c a r e unit. 74. F i n a l l y , on 1 December 1988, a l e t t e r was a d d r e s s e d t o t h e Government of the P h i l i p p i n e s t r a n s m i t t i n g information a l l e g i n g t h a t Rogelio Jaime Vaflor and F e l i p e Gantalao, r e s i d e n t s of San Antonio, m u n i c i p a l i t y of Tukuran i n Zamboanga d e l S u r , were a r r e s t e d by the "Scout Rangers" of the P h i l i p p i n e s
