On 7 November 1988, a n o t h e r l e t t e r was a d d r e s s e d t o the Government of Morocco, t r a n s m i t t i n g information a l l e g i n g t h a t Ahmed Chaib and Ahmed Chahid, had been h e l d incommunicado s i n c e March 1988 i n the I a a l o u P r i s o n in Rabat. During t h a t p e r i o d t h e y had a l l e g e d l y been s u b j e c t e d t o t o r t u r e and ill-treatment. Panama 66. On 6 A p r i l 1988, a l e t t e r was addressed t o the Government of Panama t r a n s m i t t i n g i n f o r m a t i o n a l l e g i n g t h a t William Vfong was a r r e s t e d on 7 October 1987 and had been s u b j e c t e d t o s e v e r e t o r t u r e d u r i n g h i s d e t e n t i o n a t Modelo P r i s o n . One of h i s kidneys had t o be removed a s a r e s u l t of the b e a t i n g s he r e c e i v e d . 67. On 10 June 1988, another l e t t e r was addressed t o t h e Government of Panama t r a n s m i t t i n g information a l l e g i n g t h a t 54 p e r s o n s were a r r e s t e d on 10 July 1987 during d e m o n s t r a t i o n s i n Panama C i t y , and l a t e r t r a n s f e r r e d t o Modelo P r i s o n . They were r e p o r t e d l y s u b j e c t e d t o b e a t i n g s , i l l - t r e a t m e n t and t o r t u r e . Furthermore, Gerdnimo Fischer was a l l e g e d l y t o r t u r e d w h i l e i n the custody of the A t l a n t i c Coast d i v i s i o n of army i n t e l l i g e n c e (5-2) in August 1987. F i n a l l y , B a r t o l o C i s n e r o s was r e p o r t e d t o have been badly b e a t e n and t o r t u r e d i n the same p r i s o n in October 1987. 68. On 21 November 1988, a l e t t e r was a d d r e s s e d t o t h e Government of Panama, t r a n s m i t t i n g information a l l e g i n g t h a t Carlos Alfaro was d e t a i n e d on 22 September 1988 and taken t o t h e G-2 premises ( S t a t e S e c u r i t y ) , where he was s u b j e c t e d t o t o r t u r e and o t h e r degrading t r e a t m e n t . I t was r e p o r t e d t h a t Mr. Alfaro was beaten on s e v e r a l p a r t s of h i s body by a person who r e c e i v e d h i s o r d e r s from a m i l i t a r y o f f i c e r . In a d d i t i o n , i t was a l l e g e d t h a t the v i c t i m was t h r e a t e n e d with e l e c t r i c shocks and placed naked i n a room where he c o u l d hear t h e screaming of o t h e r d e t a i n e e s a l l e g e d l y being s u b j e c t e d t o torture. Paraguay 69. On 28 J u l y 1988, a l e t t e r was addressed t o the Government of Paraguay t r a n s m i t t i n g information a l l e g i n g t h a t Norma Garcete de P i n t o s was a r r e s t e d i n August 1987 by p o l i c e p e r s o n n e l . She was dragged from her bed and b e a t e n by t h e p o l i c e before being taken t o the p o l i c e s t a t i o n i n Encarnacion. As a r e s u l t of the i l l - t r e a t m e n t she m i s c a r r i e d . In a d d i t i o n , Augusto Monges was a l l e g e d l y b e a t e n by s o l d i e r s i n the Coronel Oviedo p o l i c e s t a t i o n on 13 November 1987. Furthermore, Remigio Gimenez Gamarra was a r r e s t e d on 19 December 1978 and d e t a i n e d u n t i l 1987 in t h e B r a z i l i a n border town of Foz do Iguacu by B r a z i l i a n p o l i c e and s u b s e q u e n t l y handed over t o the Paraguayan p o l i c e . He was a l l e g e d l y t o r t u r e d d u r i n g the f i r s t 16 months of h i s d e t e n t i o n . Peru 70. On 17 August and 25 October 1988, l e t t e r s were a d d r e s s e d t o the Government of Peru t r a n s m i t t i n g information a l l e g i n g t h a t Sonia Mufioz de Yangal was a r r e s t e d on 18 May 1988 by a group of s o l d i e r s and accused of having c o n t a c t s or c o n n e c t i o n s with the Sendero Luminoso g u e r r i l l a g r o u p .
