In a letter dated 1 September 1988, the Government of Singapore stated that, under the criminal law provisions on the rights of detainees, a detainee could file a police complaint, produce his evidence in court and seek redress in Singapore. Moreover, the Special Rapporteur should be informed that the persons concerned had not been subjected to torture, since they had not even been touched during their interrogation. Somalia 8 8 . On 28 J u l y 1988, a l e t t e r was a d d r e s s e d t o the Government of Spain t r a n s m i t t i n g i n f o r m a t i o n a l l e g i n g t h a t Roman Landero Martin was a r r e s t e d on 3 October 1987 a f t e r being e x p e l l e d from F r a n c e . Subsequently he was taken by the Guardia C i v i l t o t h e i r h e a d q u a r t e r s a t I n t x a u r r o n d o (San S e b a s t i a n ) , where he was r e p o r t e d l y hooded, b e a t e n , k i c k e d , given e l e c t r i c shocks and t h r e a t e n e d . He was then t r a n s f e r r e d t o La S a l l e (Bilbao) where he was a g a i n s u b j e c t e d t o t o r t u r e . After t h r e e days he was r e l e a s e d w i t h o u t c h a r g e . 90. The Government of Spain informed the S p e c i a l Rapporteur, by a l e t t e r d a t e d 11 November 1988, t h a t Mr. Roman l a n d e r o Martin r e c e i v e d c o r r e c t t r e a t m e n t during d e t e n t i o n and t h a t a l l enacted law p r o v i s i o n s on the r i g h t of d e t a i n e e s had been o b s e r v e d . The medical c e r t i f i c a t e s s i g n e d by the d o c t o r s a t the time of d i s c h a r g e from t h e Guardia C i v i l h e a d q u a r t e r s proved the absence of any form of m a l t r e a t m e n t . F i n a l l y , i t was important t o n o t e t h a t t h e person i n q u e s t i o n had n o t f i l e d a complaint c i t i n g t o r t u r e e i t h e r t o t h e p o l i c e or t o the j u d i c i a l a u t h o r i t i e s . A f u l l r e p o r t on the case was t r a n s m i t t e d t o the S p e c i a l Rapporteur. S r i Lanka 9 1 . On 14 November 1988, a l e t t e r was s e n t t o the Government of S r i Lanka t r a n s m i t t i n g i n f o r m a t i o n a l l e g i n g t h a t a t l e a s t 250 Tamils were taken i n t o custody i n Colombo and surrounding a r e a s between March and the end of J u l y 1988. They were r e p o r t e d l y s u b j e c t e d t o i l l - t r e a t m e n t and t o r t u r e by the p o l i c e d u r i n g i n t e r r o g a t i o n . Furthermore, Tamils r e c e n t l y s e n t back t o S r i Lanka had been a r r e s t e d and i l l - t r e a t e d e i t h e r by the S r i Lankan p o l i c e or by the I n d i a n Peace-keeping Force (IPKF).
