MONITORING PLACES OF DETENTION : A PRACTICAL GUIDE FOR NGOS 57 any problems at the right level in its talks with the authorities and in the recommendations made. 1.3. Respect for those deprived of their freedom The issue of how to hold talks in private with persons deprived of their liberty will be dealt with later. Whatever the reasons, justified or not, for the deprivation of liberty, those experiencing it must be treated with respect and the same forms of courtesy that obtain outside the place of detention. In particular, the members of the NGO who are in contact with persons deprived of their liberty should take care: ■ to avoid any action or measures which could endanger an individual or a group; ■ to explain clearly and unequivocally the objectives and above all the limitations of the work carried out by the NGO; ■ never to promise or lead anyone to believe in an action or measure which will not be or is highly unlikely to be taken; ■ to make representations in the name of a particular person deprived of his or her freedom only with that person’s express consent and after he or she has been alerted to the problems or risks that could arise therefrom.
