MONITORING PLACES OF DETENTION : A PRACTICAL GUIDE FOR NGOS
60
Consulting the registers at the beginning of a visit can be useful, in
particular if the visit is to take place over several days. The information obtained from the registers can then, if necessary, be verified during the visit.
Depending on the type of place of detention, there can be many
different registers. Those most relevant here can be divided into three
categories:
Registers relating to the persons deprived of their
liberty:
■ by category of detainee;
■ entry and exit registers;
■ registers of disciplinary measures;
■ medical registers;
■
other.
Registers of material supplies for the persons
deprived of their liberty:
■ food, hygiene, clothes, bedding, etc;
■ medicines and medical material;
■ educational, sport, and leisure material;
■
other.
Registers of events from the everyday life of the
detention facility:
■ use of force or firearms;
■ registers concerning the regime: work, exercise, educational activities;
■ register of incidents.
